After speaking to Mr. Ellis I submit

draft telegram for

consideration. It is

desirable that we should telegraph as otherwise

there will be some risk of Sir M. Lampson

approaching the Chinese Government before

Hong Kong had heard anything about the decision.

I have marked the telegram "For F.0. concurrence" not

because they are likely to object to its terms.

but because it is undesirable that Hong Kong be

informed before they have telegraphed to Sir

M. Lampson; otherwise the first he heard of it

might be through a message from Hong Kong.
